What should be the role of NGOs and charities in the WASH aid landscape?

Don't get me wrong, I am not against charity or the role of groups that are 'other' than the state, but when it comes to aid to the WASH sector, I do wonder who is it all for in the end. A lot of people in the NGO world quite rightly try and hold governments to account, both in the developing world and in the north. But when it comes to actually delivering services, a lot of the NGOs and charities that I have come across recently really seem to have a blind spot in their critique of government, particularly in African countries.
